has there ever been a magazine devoted to this hobby anytime? not counting the articles in various mags,but something for this.

I am not aware of one. Certainly, there were eras (mostly in the 1920s and 1930s) where some magazines had a good number of solid model projects, but they weren't an exclusive subject.
